125.02 TAX ADMINISTRATOR.
   (a)   The City Treasurer shall appoint a Tax Administrator. The Tax Administrator shall report directly to the City Treasurer. The Tax Administrator shall serve at the pleasure of the City Treasurer.
   (b)   A person appointed to the position of Tax Administrator must have:
      (1)   Received from an accredited college or university at least a bachelor’s degree in finance, accounting or related business field (prior tax administration experience being highly preferred); and
      (2)   Supervisory skills (prior supervisory experience is highly preferred); and
      (3)   Data processing knowledge and basic experience in the use of computer software.
   (c)   At the request of the City Treasurer, and under the direction of the City Treasurer, the Human Resources Department of the City shall seek qualified applicants for the position of Tax Administrator by appropriate means such as advertising; and assist with the screening, interviewing, hiring and post-hiring process.
   (d)   The primary duty of the Tax Administrator is assuring that the income tax ordinances of the City are fully enforced. This includes, but is not limited to, planning, supervising and assisting in the work of income tax collection. The Tax Administrator shall supervise the staff assigned to assist with income tax law enforcement and collection of income taxes. The Tax Administrator shall insure proper tax reporting by all employers whose employees perform duties within the City; collect income taxes, including estimated and withholding taxes, using appropriate means including judicial recovery if necessary; assure proper filing of returns by any employers, employees and residents of the City; approve tax refunds and submit same for payment; post all taxes to appropriate accounts; receive and process income tax returns; and assure that standard accounting and finance security measures are in place and working. The Tax Administrator shall be fully knowledgeable of all City income tax ordinances as well as state and federal laws which impact on the Tax Administrator’s duties.
   (e)   The position of Tax Administrator is subject to the residence requirements of the Codified Ordinances of the City.
