The provisions of this chapter shall not apply to an officer or person executing a process or order of any court having jurisdiction within the State for selling property directed by law or court order or legal process to be sold at public auction, nor to licensed pawnbrokers selling or offering for sale unredeemed pledges in a manner provided by law, nor to bona fide storage warehousemen established in the City for more than one year.
