The Mayor is authorized to grant the license required by this chapter for a period not to exceed one year to any person; provided, that the applicant shall first pay a fee of one hundred dollars ($100.00) cash for the period of time covered by such license. All such licenses issued shall be renewable upon the expiration of the period of time for which they are issued upon payment of a renewal fee of one hundred dollars ($100.00) for a like period of time.
