"Public auction" as used in this chapter means the sale or offering for sale to the highest bidder any goods, wares or merchandise at retail in any building, or in any other public place or home, where any and all persons who choose are permitted to attend and offer bids, except that this chapter shall not apply to warehouse or storage sales in satisfaction of liens, as provided for in the Ohio Revised Code.
