The Mayor is authorized and empowered and it shall be a part of his duties to allow, sign and issue all licenses provided for by this Part Seven - Business Regulation Code, and to collect the charges for such licenses. The Health Commissioner may act as the Mayor's designated agent for the purpose of administering the provisions contained herein.
