(a) There is hereby created within the administrative office of the Mayor, the position of Administrative Assistant to the Mayor.
(b) The Administrative Assistant to the Mayor shall report directly to the Mayor and act on behalf of the Mayor in all matters concerning the operation and planning for the City. The Administrative Assistant, through the authority of the Safety-Service Director, would be responsible for the operations and future planning of the City.
