Nothing in this chapter shall be construed to prohibit or regulate any activity not specifically described in Section 551.02 hereof, including but not limited to:
(a) The research and application of nuclear medicine.
(b) Basic research, the purpose of which is other than to promote the development of nuclear weapons.
(c) Use of fissionable materials for smoke detectors, light emitting watches and clocks and other applications, the purpose of which is other than to promote the development of nuclear weapons.
