The C-3 (neighborhood shopping) district is intended for the conduct of retail trade and personal services to meet the needs of the residents of the adjacent neighborhoods. Because these shops and stores may be an integral part of the neighborhood and in close proximity to housing, the requirements for light, air, open space, and signs are more strict than the C-4 district.
