A. All prosecution for violations of the ordinances of the municipality shall be styled "The City of Warr Acres, Oklahoma vs. (naming defendant or defendants)". Except as otherwise provided in this chapter, prosecutions shall be initiated by the filing of a written complaint which shall be subscribed by the person making the complaint and verified before a judge, court clerk, a deputy court clerk or a police officer.
B. No arrest warrant for a defendant or defendants charged in the complaint filed shall be issued until the complaint has been approved by the city attorney or the judge of the municipal court; or in the alternative, until a hearing shall be had before the judge who shall issue the warrant for arrest upon the finding of probable cause that an offense has been committed and that the person or persons charged committed the offense.
