In order to protect the health, safety and general welfare of the city, the zoning requirements:
A. Shall be interpreted and applied as basic requirements;
B. Shall not interfere with or repeal:
1. Any ordinance, rule, requirement, or permit previously adopted or issued, which relates to the use of buildings and premises,
2. Any easement, covenant, restriction, or other agreement between two (2) or more parties, unless the provision imposes a greater restriction. (Ord. 832 §1, 1997)
