No person or entity, being the owner or other person in charge or having control of real property, shall knowingly cause or permit such real property to be leased, rented or otherwise occupied for human habitation purposes without first providing water and sewer service to such premises or property. Violation of this section shall constitute a misdemeanor and, upon conviction thereof, such person or entity shall be subject to a fine not to exceed two hundred dollars ($200.00), plus court cost and fees.
