The Utility Billing Clerk of the City of Warr Acres shall be responsible for the billing and collection of sanitary sewer charges, which shall be assessed, levied and collected in conjunction with the administration of the charges for sewer service supplied by the City. The same shall be subject to and governed by the valid and applicable rules and regulations from time to time established by the City with respect to the collection of sewer charges. The sanitary sewer charges shall be a lien upon all real property served by the City sewer system. Upon payment in full to the City of delinquent sanitary sewer charges and fees, together with all other costs and fees authorized by this chapter that have been secured by a lien filed with the Oklahoma County Clerk, the Billing Clerk shall file with the Oklahoma County Clerk an appropriate release of the lien.
