A. Municipalities and political subdivisions who desire to perform any paving cuts, excavations, drilling or pushing under any city streets, alleys or curbing shall be required, prior to performing the same, to apply for a permit and inspection for such work from the city clerk, except that, as to other municipalities and political subdivisions, no permit or inspection fee nor deposit shall be required. Backfilling and permanent repairs must meet or exceed the standards provided for in this chapter and not be in conflict therewith. (See also chapter 5.04, article E, "Contractors", of this code for cross reference for paving cuts and excavations in city streets, alleys and curbing for water line construction and maintenance by other municipalities and political subdivisions and by contractors hired by the same.)
B. Where other municipalities and political subdivisions have hired contractors to perform work involving paving cuts, excavations, drilling or pushing under any city streets, alleys or curbing, such contractors shall be required to meet and comply with all the requirements for permits, inspections, deposits, and fees and for backfilling and permanent repairs provided for hereinabove in this chapter, except that as to backfilling and permanent repairs of city streets, alleys or curbing, the same will be deemed to be in compliance with this code provided they meet or exceed the standards provided for in this chapter and are not in conflict therewith.
