In case the refilling of any excavation is not done in accordance with this chapter and the rules and regulations of the city, and in a manner satisfactory to the city, the city shall have the right to cause to be taken out all the materials from the excavation and have the same refilled in a proper manner at the expense of the party or parties originally making the excavation.
