Immediately upon the completion of any job, the backfilling of cuts made through the pavement and into the earth beneath any street, alley, sidewalk, street or alley crossing, or other public ground under permit from the city clerk shall be made up to the original street surface in layers of not to exceed four inches (4") in thickness, each layer to be thoroughly rammed and tamped with an iron rammer weighing not less than twenty (20) pounds with a surface area of not more than thirty six (36) square inches, such procedure to continue until the excavation is filled up to the proper line. Other methods of backfilling approved by the city may be used. Only selected materials shall be used in making the backfill. No broken rubble or debris shall be used as backfill. Should the backfilling of any trench or opening settle prior to making of permanent repairs, such trench or opening shall be immediately brought to proper grade by the party making the cut in accordance with the direction of the city.
