Nothing in this chapter shall be construed to prevent any person, persons, firm, corporation or municipality from opening any pipeline, conduit or public utility in any street, alley, sidewalk or other public ground as may be necessary for the preservation of life or property when necessity may arise during such hours as the offices of this city are closed and a permit cannot be obtained before beginning such work. However, such person, persons, firm, corporation or municipality making such excavation shall make application and receive from the city clerk a permit on the next working day. (Ord. 861 §1, 1998)
