12.02.040: EXCAVATIONS; PERMIT REQUIRED:
A.   Any person, persons, firm, corporation or municipality desiring to tear up, open, drill under or push under the pavement or curbing on any street, avenue, alley or public grounds, or to make any excavation in any street, alley or public grounds in the city shall, before commencing any such operation, make written application to the city clerk for permission to do so, which application shall state the dimensions, the exact locations and any other information that the city clerk may require, and which application shall be made on a form to be supplied by the city clerk; and such permission shall in all cases be granted upon compliance with the provisions of this chapter.
B.   Notwithstanding and in addition to the provisions of subsection A of this section, all applications for and issuance of paving cut permits shall be approved by the city. (Ord. 861 §1, 1998)
