In all new additions to the city, only portland cement concrete shall be allowed according to the standards and specifications set forth in section 12.02.010 of this chapter. This requirement applies only to new addition construction on dedicated streets and does not apply to existing roadways where widening, reconstruction or resurfacing is needed or required. For the purposes of this section, the term "new addition" or "new additions" shall mean any construction on land which had not been platted for any purpose by the city of Warr Acres as of October 6, 1998.
