Whenever an officer removes an unattended vehicle from a street or highway as authorized in this chapter, and the officer has knowledge of or is able to ascertain from the motor vehicle registration the name and address of the last registered owner thereof, such officer shall give or cause to be given notice in writing to such owner of the fact of such removal, the reasons therefor and the place to which such vehicle has been removed.
