It is unlawful for any person to place or park a motor vehicle in any parking space that is designated and posted as a reserved area for parking of motor vehicles of a physically disabled person unless such vehicle is eligible for a detachable insignia or reflective insignia is displayed as provided in accordance with state law or regulations adopted pursuant thereto. The provisions of this section and sections 10.48.032 and 10.48.033 of this chapter shall apply to any such designated or posted area on public or private property accessible to the public and where the public is invited.
