No person shall park, stop or stand a vehicle, except in emergencies and when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic control device, in any of the following places:
A. On a sidewalk or sidewalk area, or in such manner as to obstruct or interfere with pedestrian traffic thereon;
B. In front of a public or private driveway or alley;
C. In or within forty five feet (45') of an intersection;
D. Within ten feet (10') of a fire hydrant or within one hundred fifty feet (150') of the entrance to a fire station, except in parking spaces marked off on the surface of the roadway, or on any street which is posted as a fire lane;
E. On a crosswalk;
F. Within twenty feet (20') of a crosswalk, except in parking spaces marked off on the surface of the roadway, or on any street which is posted as a fire lane;
G. Within thirty feet (30') of any flashing beacon, stop sign or traffic control signal or device;
H. Within any bus loading or taxicab zone when such zone has been officially designated and appropriately marked, except that the driver of a private passenger vehicle may temporarily stop therein while actually engaged in loading or unloading passengers, provided such stopping does not interfere with any bus or taxicab about to enter such zone;
I. Within fifty feet (50') of the nearest rail of a railroad crossing;
J. Alongside or opposite any street excavation, construction or obstruction when stopping, standing or parking would obstruct traffic, interfere with the work, or create a hazard;
K. On the paved or surfaced area of any highway without curbing and having a graded or improved shoulder area intended for use of vehicles in case of a necessity;
L. At any place where official signs prohibit stopping, standing or parking, or in any manner that will interfere with the orderly, free movement of traffic, including, but not limited to:
1. Either or both sides of any street adjacent to any school property, together with other places as designated by the chief of police, where parking, standing or stopping of vehicles would interfere with the flow of traffic or create a hazardous situation.
M. Upon a street in such manner or under such condition as to leave available less than ten feet (10') of width of the roadway for free movement of vehicular traffic;
N. Within an alley in such a manner or under such conditions as to leave available less than ten feet (10') of the width of the roadway for the free movement of traffic; and no person shall stop, stand or park a vehicle within an alley in such position as to block the driveway entrance to any abutting property. No person shall park a vehicle in any alley except for the purpose of, and while actually engaged in, loading or unloading merchandise or other materials;
O. On any street for a period of time longer than seventy two (72) hours;
P. Upon any street for the principal purpose of:
1. Displaying such vehicle for sale, or
2. Washing, greasing or repairing such vehicle except as necessitated by an emergency; or
Q. Upon the posted property of another without first obtaining permission from the landowner or the person in charge of such property, except where said placing or parking is casual or involuntary. (Ord. 1037 §1, 2007: Ord. 867 §1, 1998: prior code §18-90)
