Nothing in this chapter shall prevent the police chief or fire chief from exercising powers over traffic control on a temporary basis in such situations as they may deem emergencies. Any such action taken under this section shall be effective as if adopted by the council, provided the temporary action taken shall only be effective until the next council meeting following the next traffic commission meeting.
