There is adopted and incorporated herein by reference as if fully set out for use and as guidelines for the traffic commission in the exercise of its powers, duties and recommendations as provided herein, the uniform traffic control devices as adopted by the national advisory committee on traffic control in 1978, and as from time to time amended, and as published by the United States department of transportation. The adoption of such uniform control code shall be advisory to the commission in its duties; provided, however, any deviation therefrom shall be supported by reasons to justify such variance. A current copy of the uniform traffic control devices code shall be maintained at all times by the city clerk for use by the commission and shall be available for use and inspection by the public.
