The commission shall recommend to the council ways and means toward improving or changing traffic or parking conditions, and the administration or enforcement of traffic regulations. All recommendations made to the council based upon proposed traffic ordinances or other traffic matters shall be in writing, with copies of all such recommendations provided to all department heads and the planning commission.
