It is unlawful and an offense for any person in the city to falsely assume, impersonate, pretend or falsely represent himself to be an officer or police officer of the city. Such offense shall include any person who attempts to exercise such functions of any officer without due authority; provided, however, nothing in this section shall be construed to prevent private persons from making arrests for felonies or misdemeanors committed in their presence.
