The park director shall be responsible for the care, maintenance and control of all parks and grounds for park purposes and all structures thereon, which are owned or under the control of the city. The director shall have the power to make and alter such rules and regulations as may be necessary to fulfill the responsibilities set forth herein and to maintain security, order, safety and efficient operation of the parks.
Such rules and regulations, including amendments thereto, shall be submitted to the city council for approval at a public hearing and shall not be effective until such approval is given by a majority of the council. (Ord. 690 §1, 1989)
