It is unlawful and an offense for any person to have in his possession or to discharge, ignite or in any manner shoot any fireworks or firecrackers of any size, type or description, or any skyrockets, torpedoes, bombs, Roman candles, or other substances or devices designed and intended for pyrotechnic or noisemaking purposes; provided that the provisions of this section shall not apply to pyrotechnic displays or fireworks in public parks or any other large, open fields or areas when such are permitted by the fire chief or upon proclamation of the mayor of the city.
