For the purposes of maintaining the confidence of the public, which is essential to a properly functioning city government, and to avoid the appearance of impropriety, duplicity or favoritism, no person who has been a member of the Warr Acres city council, the mayor of Warr Acres, or a retiree from the city shall be hired by the city as an employee, independent contractor or consultant, unless approved by the city council, for a period of two (2) years after such service.
