8.16.190: VIOLATOR SUBJECT TO LIABILITIES AND PENALTIES:
Any person owning, operating or controlling a source of air contaminants which violates this chapter shall be subject to all penalties and liabilities for such violation. Each day of any such violation constitutes a separate offense. (Ord. 316 §16, 1970)
