Any applicant for a variance shall pay a fee to the city in the amount of fifty dollars ($50.00). Such fee shall be paid each time a variance is sought; provided that the board may, in its discretion, review any variance denied within ninety (90) days from the date of such denial without additional cost to the applicant.
