Any person, individual, corporation, association or joint venture found guilty of collecting, transporting or disposing of garbage or rubbish within the city limits, other than the city sanitation department, shall be punished by fine and costs, and any person violating any of the provisions of this section and sections 8.08.070, 8.08.090 and 8.08.100 of this chapter is guilty of an offense, and each day's separate violation thereof constitutes a separate offense.
