No person shall deposit or place any garbage or rubbish in an alley, street or other public place within the city, nor shall any person deposit or place it upon private property, whether owned by such person or not, within the limits of the city, nor shall any person deposit or place or not, within the limits of the city, unless the same is enclosed in an approved container.
