The animal control officer and/or his representative is authorized to advise the owner and issue a citation to any person or persons within the city for an offense of this chapter:
A. Upon a complaint signed by a third party making such complaint; or
B. Upon his own observation of an ordinance violation; or
C. Upon probable cause when the cause is supported by proper evidence. (Ord. 408 §1, 1976: Ord. 382 §10(A), 1975)
