Probable cause for the purpose of a search warrant issued pursuant to section 6.08.160 of this chapter is that the applicant for the warrant has knowledge of a violation or knowledge of facts which would indicate a violation of any provision of this chapter pertaining to health, safety or welfare of the public, and such applicant has stated the facts upon which his knowledge is based in the affidavit provided for in section 6.08.160 of this chapter.
