It shall be the duty of the animal control officer or his representative to take up any dog or animal found running at large and confine it in the city pound or any other place so designated by the mayor for a period of seventy two (72) hours, during which time the owner shall be notified or the person having control or possession may redeem the animal upon payment of all required fees.
