Pursuant to chapter 6.04 of this title, creating the animal control department for the city and the duties and responsibilities imposed thereby, the animal control officer or his representative for the city is directed and authorized to enforce the provisions of this chapter, as follows, and all applicable state laws made a part of this chapter.
