5.44.150: DRIVER RESPONSIBILITY:
A.   It shall be the duty of every person driving or operating a taxicab to be courteous and gentlemanly, to refrain from smoking while actually carrying passengers in his taxicab, to refrain from swearing, loud talking or boisterous conduct, to drive his motor vehicle carefully and in full compliance with all traffic laws, ordinances and regulations, and to keep his motor vehicle in a clean sanitary condition.
B.   Every driver of a taxicab or livery car shall have the right to demand payment of the legal fare in advance, and may refuse employment unless so prepaid, and no driver of a taxicab shall otherwise refuse or neglect to convey any orderly person or persons upon request anywhere in the city unless previously engaged or unable to do so. No driver of a licensed taxicab shall carry any other person than the person first employing the taxicab without the consent of the passenger. (Prior code §19-14)
