No section of this chapter shall be applicable to any operator of any taxicab or livery car operating under the certificate of convenience and necessity or permit from the corporation commission of the state; provided, however, that any such person desiring to operate a taxicab or livery car business within the city limits files application as provided in this chapter and pays the fees and performs all the acts and things required in this chapter, then such operator shall be granted a taxicab license by the city.
