Any person or persons who violate, omit or neglect any of the provisions of this chapter, or who fail to comply with this chapter or with any of the requirements of this chapter is guilty of an offense and shall be liable to a fine of not more than thirty five dollars ($35.00), including fine and costs. Each day such violation is permitted to exist constitutes a separate offense. Upon default of the payment of any such fine and costs, any person or persons who violate, omit or neglect any of the provisions of this chapter, or who fail to comply with this chapter or with any of the requirements of this chapter may be ordered held and incarcerated until he or she has served out the same at the rate of one dollar ($1.00) per day for each day of fines and costs.
