No person operating a pawnshop shall attempt to conceal any stray or lost goods, found or taken up by him, or shall efface any marks or brands thereon, or carry the same beyond the limits of the city or knowingly permit the same to be done, or wilfully fail to cause the same to be advertised, sold or otherwise dealt with as provided by this code in respect to lost goods.
