Upon the consideration of any application for a permit required by the terms of this chapter, the oil and gas inspector shall recommend approval or disapproval thereof to the mayor and city council, who shall review the matter at a regularly scheduled or special meeting, and thereupon uphold or reverse the recommendation with or without the addition of any conditions thereto.
