An annual inspection fee is levied upon each well operated or maintained under a permit issued by the city; such fee shall be in the amount of two hundred fifty dollars ($250.00), payable to the city on or before the annual anniversary date of the issuance of any permit under this chapter. No permit for any well shall be considered valid for any year for which the annual fee has not been paid. Failure to pay any required permit fee within thirty (30) days of a delinquent notice sent to the latest address provided by the permittee will result in cancellation of said permit.
