It is unlawful and an offense for any person acting for himself or acting as an agent, servant, employee, subcontractor, or independent contractor of any other person to:
A. Drill or cause to be drilled an original oil or gas well, or drill an original well to be used for enhanced recovery or disposal of saltwater or other deleterious substances except in a C-3 or C-4 zoning district; and/or
B. Drill or cause to be drilled an original oil or gas well, or drill an original well to be used for enhanced recovery or disposal of saltwater or other deleterious substances within three hundred feet (300') of any church, school, business or dwelling. The distance shall be measured from the wellhead to the nearest property line of the tract which is being used for dwelling, church, school or business. (Ord. 847 §1, 1998)
