All ordinances and parts of ordinances of a permanent and general nature passed prior to 1977, and in effect at the time the code is adopted, but not included in the code, are repealed as of the time when the code goes into effect. Ordinances passed on or after April 29, 1977, shall not be repealed or amended by the adoption of the code or the passage of the ordinance codified in this chapter. (Ord. 454 §8, 1977)
