3.04.050: EMERGENCIES:
It is further provided by this chapter that the mayor shall have the authority, in cases of "emergency" as hereinafter defined, to effect repairs to any and all city equipment, buildings or property, not to exceed twelve thousand dollars ($12,000.00). The mayor shall notify the council of such action within ten (10) days, or submit a full report at the next council meeting, whichever shall first occur. The notification or report shall include a statement of the reasons for his actions. Such statement shall be entered into the official minutes at the next regular council meeting. For purposes of this chapter, "emergency" is defined as a condition resulting from a sudden, unexpected happening, or unforeseen occurrence or condition, and/or situation, either as to its onset or as to its extent, of such severity or magnitude that immediate response or action is necessary to preserve the health and safety of the public or environment or to preserve property. It shall also be defined as a condition or situation which, if allowed to continue, would lead to economic loss to the city or to further damage of city equipment, buildings or property.
