2.60.040: GENERAL DUTIES:
A.   Duties of the public works director, under the general supervision of the mayor, shall include, but not be limited to, the following:
   1.   Plan, assign, direct and exercise general supervision over all public works divisions including, but not limited to, sanitation, sewer, streets, parks, engineering and city garage;
   2.   Prepare and submit budget for public works divisions;
   3.   Make periodic inspection of city public works department facilities and operations;
   4.   Review reports of all public works department divisions' activities and progress for evaluation upon request and determine appropriate actions required;
   5.   Receive complaints concerning city services from citizens and resolve problems or forward to appropriate division for handling;
   6.   Prepare special reports as required and serve as advisor to mayor and council;
   7.   Attend council, planning commission, traffic commission and board of adjustment meetings;
   8.   Respond to questionnaires, surveys and other requests for information from public, other government agencies, mayor, council and others;
   9.   Prepare applications for grants and funding for public works related projects;
   10.   Coordinate engineering planning of city projects with consultants, other cities, state, county and federal agencies;
   11.   Establish division policies and procedures;
   12.   Perform other duties as assigned or required.
B.   The public works director shall have authority in the following areas:
   1.   No authority on private property;
   2.   No code enforcement authority or traffic control unless directly related to his area of responsibility. If any traffic control must be used then the police and fire departments shall be properly advised;
   3.   Areas of authority and responsibility limited to all city streets right of way to right of way, all public easements, all city property, sewers and sanitation.
C.   Any ruling that may adversely affect a citizen or business may be appealed to the city council. (Ord. 782 §4, 1996)
