It shall be unlawful to conduct any parade in or on any public street, alley or other public way or place in the village, unless a permit therefor is first obtained from the village. Such permit shall specify the route to be followed, and shall be accompanied by a bond in the sum of $5,000, conditioned to indemnify the village for any loss, damage or liability incurred or caused by the conduct of such parade.
