The Chairperson of Streets and Public Improvements shall be in charge of all parking along and upon the streets located within the village. Said Chairperson shall determine the areas in which there are to be parking, the areas in which there will be parking upon one side of the street only, all areas where there are to be no parking and any and all other things in connection with parking along and upon said streets. Said Chairperson shall also have full authority to determine and to put into effect all traffic control, including, but not limited to, providing one-way streets, stop signs wherever said Chairperson deems it necessary, caution signs, speed limits within the village limits, and any and all other control of traffic or parking as will be the most beneficial and best serve the interests of the citizens of the village.
