No alteration of any structure of significant exterior architectural feature thereof in any designated preservation district shall be undertaken prior to obtaining a zoning certificate from the City Engineering Department and a building permit from the State of Ohio. The building permit and zoning certificate must be obtained before submitting to the Design Review Board.
