Nothing in this chapter shall be construed or interpreted as imposing any liability upon the City, or its officials or employees, with reference to any sign or signs described herein. Sole responsibility for the construction and maintenance of all signs described herein shall be and remain with the owner, lessee or person in charge of the sign.
